Starting Ruler

Meriliar Yelnaga is the fixed, authored ruler at campaign start, born in 892 LC. The setup records Martial 3, Charisma 9, Finesse 2, Zeal 12; the authored traits are Overbearing, Lustful, Scholar, and Magically Attuned. This is a canonical opening character, not a randomly generated officeholder.
